Deploying Oracle Fusion Cloud HCM across numerous federal agencies serving federal civilian employees is not just a technology challenge — it is a people challenge. Every agency has its own culture, its own HR workflows, and its own stakeholders who must understand, accept, and ultimately champion the new system. You will apply structured change management methodologies such as Prosci ADKAR to develop and execute agency-specific change strategies, stakeholder engagement plans, communications campaigns, training programs, and readiness assessments.
